European comparison of road taxes and charges applied to heavy goods vehicles in 2025

The CNR has updated its European overview of taxes and charges levied specifically on heavy goods vehicles: vignettes and tolls, axle tax and excise duties on diesel fuel. These highly disparate systems do not all have the same impact on the cost of infrastructure use, and have an impact on competitiveness between countries and between hauliers.

In fact, tolls vary widely, from €0.093/km on Polish motorways to €0.5317/km in Austria. Axle tax, meanwhile, varies between the European minimum of €515/veh.year and over €1,900/veh.year in Poland. What's more, there is no axle tax in Slovenia, although HGVs are obliged to use the motorways when they are available on their route. Finally, excise duty on diesel is no exception, rising from €10 c/km in several Member States to €18 c/km in Ireland. Member States' strategies in this area vary widely. Denmark, for example, has opted for a substantial increase in excise duty on diesel fuel in 2025, while others, such as Poland and Croatia, have set their excise duty on diesel fuel at the European minimum, or even lower.
